Role of the CCA Office

Collection under LICENCE FEE and SPECTRUM CHARGES form an important component of non-tax revenue of the Government of India. This office is responsible for collection of the above revenue from the different service providers holding different licences for West Bengal Service Area. This work includes:-

1. Collection of licence fee from all lincence holders viz. UASL / CMTS / ISP-IT / VSAT Commercial and CUG, etc.
2. Collection of Spectrum Charges from Service Providers using GSM & CDMA technologies.
3. Verification of deductions claimed by the Service Providers.
4. Assessment of License Fee paid in respect of ISP-IT operators.
5. Maintenance of Financial Bank Guarantees as well as Performance Bank Guarantees.
6. Accounting of the above Revenue and submission of periodical reports to DOTHQ.

Office of CCA is to ensure that above dues of government are deposited in the Government account within the prescribed time. As per the agreed terms & conditions for holding licence, the licensee is permitted to make prescribed deductions from Gross Revenue and arrive at the Adjusted Gross Revenue (AGR), on the basis of which Service Provider is required work out the licence fee at the prescribed percentage basis and deposit it on quarterly basis.

The CCA office collects the Spectrum Charges from GSM/ CDMA. Microwave Backbone charges on the prescribed revenue share basis from Telecom Service Providers as per conditions laid down in Licence Agreement.

The other important work is verification of deductions claimed by Service Providers. L.F is charged from the operator at the specified rate of the quarterly AGR after allowing admissible deductions.
For Arriving at Adjusted Gross Revenue following deductions are permissible

PSTN related call charges paid to other operators
Roaming Revenues passed on to other operators
Service Tax & Sales Tax paid to Government
Payment of ADC allowed.

Following deductions are not allowed

Leased Line Charges
Port Charges
Charges for Infrastructure Sharing.

Verification conducted annually for each quarter is intimated to the DoT (Hqrs) in the specified formats.
In consonance with Licence Agreements, the Telecom Service Providers submit Financial Bank Guarantee (FBG), which are required to be reviewed by CCA Office periodically, not only to ensure its currency but also to see that the value is as per the terms and condition of the Licence Agreement and extant instruction of DoT(Hq). The CCA Office is also authorized to invoke the FBGs in case of failure on the part of Telecom Service Provider towards renewal of the same or violation of agreed lincence terms.
